Both groups offer three forms of participation and I want to use PayPal as my e-commerce medium. Integration with WP so as to track member info would be necessary, too.

Sorry for late response.
Any of above listed themes would work fine but for membership and payment integration you can use something like Restrict Content Pro plugin. You can set different user level for your content and use different pricing for each of them.
In general themes are all about design and plugins are about functionality, so choose the right theme from design perspective and find the right plugins to do the heavy lifting for you.

I want to find the best theme for showcasing my e-books. They are free of charge so I don’t know if that will work in WordPress or not. I want to have the cover of each book visible and able to be clicked for download in various formats and PDF. Can you suggest something?

You can upload your ebook in any format you want and users will be able to download that format. Theme is not going to convert if for you. If you upload it as .docx file it won’t magically change it to PDF or other file format. And you can upload many different ones and just add a separate download links for those.
Most of these themes cost over $1000 if you want to sell anything. A regular license states “Use, by you or one client, in a single end product which end users are NOT charged for.” So you have to get an extended license. Some of the themes do not even have an extended licenses available. Do you have any recommendations of good ebook/book selling themes under $100?

You actually can sell your end product (develop a website for your client), however, you need to transfer theme licence to client upon completion.
Most themes that doesn’t have extended licenses available are themes that are licensed under GPL licence. Which means that you can do pretty much anything with those themes by buying a single regular licence. Let me if there are any themes that have only regular licence available and are not GPL compatible and I will look if we can do something about it.
I need a simple theme with a landing page which displays the front cover of my latest eBook and a simple BUY NOW button. The theme needs to transact and process VISA cards and Paypal, and then STAMP THE CUSTOMER ID into the PDF and automatically deliver it to each of my customers. There is a WordPress compatible PDF stamper.

WordPress or WordPress themes does not handle payments. PayPal, Square and other payment solutions does that for you. If you want to handle your own payments you are going to have a really, really hard and expensive time. Just don’t do it.
All themes listed above integrates PayPal or other payment processing platform and there is no problem with that. However, no theme have their own stamping solution built in and you will either have to use some plugin or build your own tool for that.
The collection are awesome…… Wish most of them are compatible with woocommerce. Our payment gateways here requires you to code your own plugins for EDD payment system.

There aren’t many ready-made EDD themes as this platform is geared towards developers. But since EDD is well documented and their template file structure is very easy, it’s not difficult to add EDD support for any WordPress theme out there.

What is the difference between a one page and a multi page theme. I have 10 books to sell but will grow over time which theme should I purchase

One pages themes can be configured to be used as multipage themes but not other way around. So you if you choose multipage layout your are stuck with it but with one page you can always choose what to use and always change it.
If I am building a website for an ebook with the ability to buy the ebook either from that website or a link to the purchase the book via amazon what license do i require?
Regular license is fine. It should cost around $40-80.

I would like to know in which e-books above are compatible for the new user not admin to post its own e-books on my e-books website. In order to achieve the privilege level of the new user which is the vendor, they can post their own books and also have a feature to purchase e-books here (This would be optional for them). As you can see here my required system for the WordPress e-books user accounts here is divided into two categories. One, is the vendor who can post their product .
